Survivor Shards are special fragments used to upgrade Epic and Legendary survivors to higher star levels. You can start using these shards once you build the Talent Hall, which becomes available after upgrading the Tavern to level 3. Along with Survivor Shards, you’ll also need Survivor Tokens to upgrade a Survivor.
The Tavern is the only source of Survivor Shards. But, shards for Agent Shirley and Adventurer Taylor are exceptions—they cannot be obtained from the Tavern and are only available through exclusive VIP packs.
